Singapore Revises MEPS and MELS Requirements for Regulated Products

The National Environment Agency of Singapore (NEA) has notified all interested parties about the requirements for regulated goods under the Energy Conservation Act (ECA), effective from April 1, 2025.

According to the notification, NEA has implemented new and revised Minimum Energy Performance Standards (MEPS) and Mandatory Energy Labelling Scheme (MELS) requirements. The following new products must meet MEPS and comply with MELS requirements to be sold in the Singapore market:

  • Commercial storage refrigerators (CSRs)
  • Water heaters (WHs).

Commercial storage refrigerators, such as chillers, freezers, and their combinations, must meet the following energy efficiency requirements:

EEI ≤ 95

1 Tick (Low): 80 ≤ EEI ≤ 95

2 Tick (Fair): 60 ≤ EEI < 80

3 Tick (Good): 40 ≤ EEI < 60

4 Tick (Very Good): 20 ≤ EEI < 40

5 Tick (Excellent): EEI < 20

All water heater types intended for household use must meet the following energy efficiency requirements:

UEF ≥ 0.40

1 Tick (Low): 0.40 ≤ UEF ≤ 0.55

2 Tick (Fair): 0.55 < UEF ≤ 0.70

3 Tick (Good): 0.70 < UEF ≤ 0.85

4 Tick (Very Good): 0.85 < UEF ≤ 1.00

5 Tick (Excellent): UEF > 1.00

Please note: Importers, as well as manufacturers or suppliers, must register themselves and the models of the CSRs with NEA.

Test reports can be accepted from both manufacturers’ in-house test laboratories and test laboratories accredited by the Singapore Accreditation Council (SAC) but must be prepared in the format stipulated by NEA.

Energy labels should be affixed or displayed on all units and in all publicity materials.

Additionally, MEPS requirements for some regulated products has also been also revised, as follows:

Television with a resolution of 33,177,600 pixels (8K TV)

Split-Type Air Conditioners

Household Refrigerators

NEA gives suppliers a one-year grace period to clear existing stocks that do not comply with the MELS/MEPS requirements. Starting from 1 April 2026, all the above-mentioned regulated goods must be registered with NEA and meet the required MEPS and/or MELS requirements before being placed on the Singapore market.
