Vietnam Updates List of Potentially Unsafe Products

The Ministry of Information and Communications (MIC) of Vietnam recently issued Circular No. 04/2023/TT-BTTTT. The document lists potentially unsafe products and goods falling under MIC's management, known as the List of Products and Goods of Group 2.

The potentially unsafe products are divided into two groups, as follows:

  1. Annex 1: Products requiring Type Approval certification scheme
  2. Annex 2: Products requiring SDoC (Supplier's Declaration of Conformity) scheme

It's essential to note that this list includes not only products of Information and Communications Technologies (ICT) Group 2, but also ICT products integrated with functions of other ICT products from the same group, all of which must comply with relevant regulations.

The Circular No. 04/2023/TT-BTTTT was officially issued on May 31, 2023, replacing Circular No. 02/2022/TT-BTTTT. The effective date for the new Circular is July 15, 2023. The update also introduces some new versions of national technical regulations (QCVN) to the list.

The circular introduces critical requirements for land mobile terminal devices and smartphones:

  1. Terrestrial mobile communication terminals imported or manufactured in Vietnam after June 30, 2024, must integrate 4G LTE technology by June 30, 2024.
  2. Type approval certificates for terrestrial mobile communication terminals without LTE technology will become invalid on June 30, 2024.
  3. Starting from July 01, 2024, 5G terrestrial mobile communication terminals (5G NR) must support both Standalone (SA) and Non-Standalone (NSA) modes.

The GMA Consult Group pays your attention to the following requirements:

  • SRDs (Short-Range Devices) with an external antenna connector and/or integrated antenna, intended for the transmission or reception of voice, images, or other data, including devices using NFC technology, actively operating in the bands 13,553-13,567 MHz, 26.957-27,283 MHz, 40.66-40.7 MHz, 5725-5850 MHz, 24.00-24.25 GHz, only require declaration of conformity.
  • However, if the SRDs using NFC technology operate in the frequency range 9 kHz - 25 MHz, 25 MHz - 1 GHz, or 1 GHz - 40 GHz, they become subject to type approval certification.
