Saudi Arabia Changes Registration Process for Communication and IT Devices

Saudi Arabia is currently in the process of transforming its regulatory framework for product conformity compliance with a focus on optimizing the processes for communications and information technology devices. The transformation is regulated by the Technical Regulation for Communications and Information Technology Devices developed by the Communications, Space & Technology Commission (CST) and the Saudi Standards, Metrology, and Quality Organization (SASO) and is now in effect.

According to the regulations, the conformity assessment process is shifting from the CST platform to the SABER platform. This means that the CST platform will no longer be used for product conformity assessments. Instead, the SABER system will apply and businesses are required to register and manage compliance requirements via SABER.

The conformity assessment process has two ways of assessment based on product classification:

  1. Products that are intended for sale to end consumers (such as mobile phones, Wi-Fi routers, and smart home devices)
  2. Products not intended for sale to end consumers directly (such as industrial communication equipment and network infrastructure devices)

The first way involves obtaining the necessary conformity certificates via SABER before the product is imported or sold in the Saudi market by meeting strict regulatory and safety standards requirements.


The second way requires applicants to follow different compliance procedures, reflecting product's specific usage conditions and regulatory requirements for equipment.


A smooth transition can be achieved by following these steps:

  • Register on the SABER platform: Create an account on the SABER;
  • Determine the applicable compliance way: Classify the product based on whether it id intended for sale to end users
  • Select of an authorized conformity assessment body
  • Apply for the Product Certificate of Conformity (PCoC) via SABER
  • Obtain the Shipment Certificate of Conformity (SCoC): Each shipment must be approved before it is cleared for import

It is strongly recommended to familarize with the SABER platform and its features.

The transition from the CST platform to SABER platform is effective from February 12, 2025.
