Hong Kong Amends Performance Requirements for Radio Communication Devices

The Office of the Communications Authority (OFCA) of Hong Kong introduced a revised Performance Specification for Radiocommunications Apparatus Operating in the 2.4 GHz or 5 GHz Band and Employing Frequency Hopping or Digital Modulation. This is the 7th revision of the HKCA 1039 Performance Specification, which appeared in August 2024

The specification defines the minimum performance requirements for radiocommunications devices operating in the 2.4 GHz or 5 GHz band and applies to both portable units and base units of the device.

The key changes concern both general and technical requirements, which you can find below:

Revision in general requirements concerning the removal of electrical safety requirements and amending “type number” item, which requires cordless telephones to have the brand name and unique type number clearly indicated on the casing of the portable unit and the base unit.

Additionally, the manufacturer who first submits the use of a type number will have the priority to use that type number.

Regarding technical requirements, OFCA added information on the use of 5 GHz inside the road vehicles: 

  • The 5.15-5.25 GHz band inside road vehicles (i.e. automobiles) is subject to compliance with the technical requirements specified in resolves 2 of Resolution 229 (Rev. WRC-19) in the Radio Regulations published by ITU
  • The use of the 5.25-5.35 GHz band inside road vehicles is forbidden

OFCA also amended technical standards. Thus, devices that fall within the scope of the Specification must meet the requirements of the following standards: 

  • ETSI EN 300 328 “Wideband transmission systems; Data transmission equipment operating in the 2.4 GHz band; Harmonised Standard for access to radio spectrum”
  • ETSI EN 301 893 “5 GHz RLAN; Harmonised Standard covering the essential requirements of article 3.2 of Directive 2014/53/EU”
  • ETSI EN 302 502 “Wireless Access Systems (WAS); 5.8 GHz fixed broadband data transmitting systems; Harmonised Standard covering the essential requirements of article 3.2 of Directive 2014/53/EU”
